This dissertation examines the State’s responsibility to protect women and children experiencing poverty and homelessness, focusing on the interaction between the Portuguese legal framework and the European Union’s normative system. Adopting a human rights-based approach, the study analyses the right to housing as a fundamental right and a prerequisite for human dignity and social inclusion.
The research places particular emphasis on vulnerable groups, highlighting gender and intersectionality as key analytical dimensions, and recognising that women and children face heightened risks within the context of housing exclusion. In this regard, the Housing First model is explored as…
